Statewide Personnel System (SPS)

The Statewide Personnel System (SPS) is used to manage the State of Maryland health benefit plans. All new hires and active employees use the system to view, enroll, change, or cancel coverage.

Employees have one username (W#) assigned to them for their entire employment history with the State of Maryland. The same number is assigned to the employee even if the employing agency (example: MDOT to ECI) changes during the course of State of Maryland employment.

Employees have 60 days from their event to make benefit election changes. When adding a new dependent, you will need to upload a copy of the official documentation of the relationship into SPS as part of the election process. For a list of documents, please refer to the “Enrolling Eligible Dependents” section of the State of Maryland Benefits Guide. The Employee Benefits Division (EBD) will review each document to ensure it is an acceptable document and communicate with the employee through the SPS email if an adjustment needs to be completed.

EBD communicates with employees through their work email and the SPS inbox. While you have an active event, these two inboxes will need to be monitored for communication from EBD. If the requested adjustments are not completed and the event finalized within the 60-day period, then the event will be canceled.

Open Enrollment 2024

October 16 – November 9, 2023

Open Enrollment events will close promptly at 5 p.m. on Thursday, November 9.

  • Health Benefit elections on file at 5 p.m. on November 9 will be finalized for 2024.
  • You may change your benefit elections an unlimited number of times during the Open Enrollment period.
  • A correction period will not be available after Open Enrollment ends.

Employee Meal Plan - University Dining Services

A Employee Meal Plan is available for faculty and staff for dining options in the Commons Dining Hall. Featuring heart healthy, comfort food and market trending creations, the Common's Dining Hall is the best place to satisfy your culinary cravings. In addition to the vast variety of menu options you will have the opportunity to enjoy over a dozen Festival of Food events showcasing local, national and international menus throughout the year.

Salisbury University Employee Meal Plan Details:

  • $300 - 25 meals at the Commons Dining Hall
  • Valid from the beginning of each Fall semester through the end of the Spring semester
  • Sold in blocks of 25 meals
  • Meals will be added to your Gull Card
  • Meal Plan only available for use at the Commons Dining Hall
  • One USD Commons swipe per meal period
  • Nontransferable - used exclusively by the Gull Card holder
  • Paid in full to the Cashiers office by cash, check or money order
  • Eligible to all faculty and staff employed by Salisbury University

Maggs Physical Activities Center

The Maggs Center has a swimming pool, strength rooms, fitness room, racquetball/handball courts, dance studio, a main gymnasium, auxiliary gym and classrooms. Employees may use the facilities when they are open and not in use for classes or other scheduled activities. Athletic equipment may be checked out with a valid Gull Card/employee identification card. For more information, contact Maggs Physical Activities Center at 410-543- 6345.

University Fitness Club

The University Fitness Club is home to 4 racquetball courts, a state-of-the-art group fitness studio, a weight room featuring new Hammer Strength equipment, two cardiovascular rooms with new Life Fitness equipment, a cycling studio, and a Nautilus training room. Membership to the UFC is available to all Salisbury University faculty/staff members for a fee of $50 for the academic year. A faculty/staff membership application is required, and payment is made directly at the Cashier’s Office, Holloway Hall Room 218. State Employees' Credit Union (SECU)

Membership is available to all Salisbury University employees. A variety of programs are available. Brochures are available in the Human Resources Office, or you can call 1-800-879-7328 for more information.

PLUS ONE Card

To obtain a Plus One card, Faculty and Staff must accompany the individual to the Gull Card office located in the Bookstore, to verify active status and to register the card.

SU Library

Plus One member can check out an unlimited number of books, each for 28 days at a stretch. Books can be renewed and the member can place up to 10 interlibrary loan requests per year, for free.

Performing Arts Theater and Music

We are proud to showcase the performances to the University and community. All events require tickets but special discounts apply at our Box Office.

Playoff Games: When Salisbury hosts NCAA tournament games, prices of admission vary depending on the sport, as required by NCAA rules.
