Public Service Fellows Program. The application for the summer 2013 term opens on January 28 and closes on March 8.

The Public Service Fellows program at the Partnership for Public Service is an opportunity for undergraduate students, graduate students and recent graduates to participate directly in transforming the way government works while developing valuable professional skills.

At the Partnership, fellows are integral to the day-to-day operations, programs and activities of our organization. We value the contributions of fellows and work to provide relevant and useful experiences in return. That’s why fellows are assigned substantive and meaningful work to support our wide variety of programs, events, and projects to help revitalize the federal government by focusing on the people working in it. Fellows’ duties vary across the Partnership’s internal teams but often include event planning and execution, conducting research, writing and preparing correspondence, and conducting outreach to external partners, such as government agencies and colleges and universities.

True to the Partnership’s emphasis on people, the fellows program incorporates opportunities for professional and personal growth through workshops and trainings specifically geared toward students and young professionals. We also strive to ensure a quality experience in terms of work and personal relationships throughout the fellowship term. Fellows also receive the following stipends:

  • Full time fellows with an undergraduate or graduate degree will receive a $1000 per month stipend.
  • Full time fellows who are currently undergraduate students will receive an $800 per month stipend.
  • Part time fellow stipends will be pro-rated accordingly.

Who Should Apply

We seek extraordinary undergraduate students, graduate students and recent graduates with:

  • A commitment to public service;
  • Strong written and oral communication;
  • Analytical thinking; and
  • An ability to work well in teams.

There is no single academic major or background we prefer over another – if you share our passion and are committed to developing your skills while gaining valuable experience, we want to hear from you!

All fellowship positions are physically located in Washington, D.C. at the Partnership's office. There are no current opportunities for fellows to work remotely. Applicants must be willing to relocate to Washington, D.C. for the duration of the fellowship term. Please note that the Partnership does not provide housing or relocation assistance for fellows.

While each fellowship position requires a commitment to public service, please keep in mind that the fellowship position descriptions detail the skills and competencies necessary for each particular position. You may apply for multiple fellowship positions but you must fill out an application for each position individually.

Selection Process

The applicant review and selection process depends on the number of applicants, though we strive to conduct interviews (including phone and video interviews) and have offers extended within a month after the application deadline. Fellowship Position Descriptions

Accounting Fellow
The Accounting Fellow will gain experience in nonprofit accounting as well as the opportunity to learn about not-for-profit balance sheets, income statements, and budgeting. The Partnership currently uses Great Plains accounting software. On a daily basis, the Fellow will gain hands-on experience in Accounts Payable, Accounts Receivable, Cash Application, and Journal Entries. The Fellow will also gain exposure in nonprofit balance sheet, income statements, and the budgeting process. In addition to the daily accounting tasks, the Fellow will have the opportunity to apply analysis to account reconciliation projects. Working with the Accounting Team has proven to be an especially rewarding experience for business and accounting major who wish to get an understanding of nonprofit accounting, financials as well as business structures. Fellows must be able to demonstrate time management as well as possess critical thinking skills applicable to working independently and in a team setting. Applicants must have had previous accounting/financial internships or have taken accounting classes. The accountings tasks require potential candidates to be detail oriented and have knowledge of Excel.

Center for Government Leadership Fellow
The Partnership's Center for Government Leadership prepares federal leaders to solve national challenges by driving innovation, inspiring employees and delivering results through the Annenberg Leadership Seminars, Excellence in Government Fellows Program and custom training for various federal agencies. CGL Fellows contribute to the full range of team activities by enrolling new participants in programs, planning events, organizing logistics, preparing materials and attending training sessions. In addition, you will have the opportunity to join any internal sessions for learning and professional development purposes. Strong communication, writing and organizational skills are required.

Communications Fellow
The Partnership's communication efforts are designed to change public perceptions, educate the public about the need for a high-performing government and help connect citizens to their government. In addition, the communication team ensures that Partnership programs and activities are heard, understood and are actionable. The Communications Fellow is an integral member of the Communications team and assists with writing, editing and brainstorming new ideas. This fellow generates the Partnership's daily electronic newsletter, helps the team plan and execute events from start to finish, including the Partnership's annual Samuel J. Heyman Service to America Medals, manages the Partnership's social media outreach including Twitter and Facebook, and assists with our email marketing, event invitations and constituent database. This is a terrific opportunity for an individual who is interested or has experience in communications, marketing or event planning. The ideal candidate is outgoing, detail-oriented, a team player and has excellent writing, organization and public speaking skills. You will have the opportunity to develop marketing experience by representing the Partnership to the public and also gain experience using CRM and email marketing systems, two highly marketable skills for communications professionals.

Development Fellow
The Partnership's development efforts extend across the organization and focus on ensuring long-term financial viability. More specifically, development's role is to lead efforts to identify, cultivate and secure financial and in-kind support for the Partnership's programs and activities. The Development Fellow will learn the basics of nonprofit funding and relationship management, while developing strong communications skills as an ambassador for the organization. Your efforts will support the cultivation of new corporate partnerships as well as our work with foundations and individual donors. Specific responsibilities will include: identifying and researching prospective sponsorship opportunities; drafting correspondence and marketing materials related to Partnership programs including the Samuel J. Heyman Service to America Medals; preparing for and participating in meetings with external stakeholders; supporting our major gifts program by compiling mailings, tracking incoming donations with our CRM and drafting correspondence for new and returning donors.

Education & Outreach Fellow
The Partnership's Education & Outreach team works to educate and inspire top talent about federal opportunities and to transform recruiting and hiring practices across government. Our work with federal agencies and colleges and universities includes workshops, webinars, trainings, a speakers bureau, student ambassadors and more — all designed help build federal agencies capacity to recruit, hire and retain top talent. Duties of a fellow on our team will vary, but may include: researching and developing new materials and resources, updating content on calltoserve.org, compiling and analyzing data, maintaining organizational contacts, assisting with event planning, and various administrative tasks. Qualified applicants will be team players with outstanding written and verbal communication skills, strong attention to detail and excellent time-management abilities. Government Affairs Fellow
The Partnership's Government Affairs team works to encourage congressional oversight and legislative reforms to improve federal workforce management. The Partnership testifies regularly on Capitol Hill and has supported legislation to improve the federal workplace, including the Chief Human Capital Officers Act that established senior human capital leaders in major federal agencies, the scholarship-for-service Roosevelt Scholars Act, and the Federal Hiring Process Improvement Act. The Government Affairs Fellow follows current legislation, researches and writes memos on issues of importance, attends congressional hearings and participates in the planning and staffing of key Partnership events. As a Government Affairs Fellow, you will learn more about the legislative process and walk away with a greater understanding of the impact of policy on government effectiveness.

Government Transformation and Agency Partnerships Fellow
The Partnership's GTAP team works directly with our federal stakeholders and partners to tackle the government's toughest management challenges. Our team members organize interagency roundtable discussions, advise and design agency action plans to improve employee engagement for better organizational results, and provide leadership development to emerging federal leaders. The GTAP team includes the Partnership's Best Places to Work advisory services group, the Federal Human Capital Collaborative, the Strategic Advisors to Government Executives (SAGE) program and various federal management initiatives. The GTAP fellow will be responsible for organizing and managing events, communicating with federal stakeholders, and providing logistical support for the team. This position provides the opportunity to interact with senior federal leaders, gain experience managing a leadership development program, and cultivate contacts with a variety of private, non-profit, and federal partners. Any applicant must have customer-service experience and be confident with public speaking and presentations. Strong writing, communication, organization and time-management skills are required, in addition to proficiency with Microsoft Office Suite.

Research Fellow
The Research Fellow works closely with the team to help produce the Partnership's unique series of high-visibility reports, insightful issue briefs, original surveys and innovative research projects, such as the Best Places to Work in the Federal Government Rankings®. You will play a key role in data collection, analysis and editing of reports and background research. Research Fellows also respond to data requests from other teams within the Partnership, assist with administrative tasks and database entry and draft issue-specific one-pagers to help the Partnership pinpoint federal workforce challenges and shape the policy debate in Washington, DC. The Fellows' term would ideally begin in early Januarty and extend through May, 2013. Social Science research experience and Excel and/or SPSS skills are preferred.
