You have to be a registered voter in Maryland.

Voting in a Different State:

If you are registered to vote in different state please visit the U.S. Vote Foundation website for assistance.

To vote in Maryland's 2016 primary election:

(1) You have to be a registered voter in Maryland.

AND

(2) Your registration must show you’re affiliated with the Democratic Party or Republican Party.
