REQUEST YOUR RESTEL ACCOUNT REFUND

If you are graduating or moving off campus this semester, please remember that:

You, the Resident, have 120 days from the last date that you reside in campus housing (by close of business on September 18, 2009) to request a refund if your RESTEL account has a credit balance of $10 or over.  A refund request form (available at the Telecommunications Office) must be submitted to the Telecommunications Manager.  All refunds will be mailed to your home address of record approximately 4 to 6 weeks after submission of the refund request form.  Credit balances under $10 are non-refundable.   Please bring your gull card as proof of Identification.  The Telecommunications Office is located in the old University Police Building, Room 104.  If you have any questions, please call extension 36501.

RESTEL (Residence Telephone Service)

Restel provides dial-tone to all Salisbury University students who live on-campus.  While we provide the dial-tone, you must provide your own telephone.  We strongly recommend that you bring a standard landline (corded) phone versus a cordless phone.  The standard phone will still function in the event of a power outage, unlike a cordless phone which requires electrical power to operate.  Even if you do not plan to use our services, we still encourage everyone to bring a phone and plug it in.  In doing so, you further ensure your safety (in the event of an emergency) when important calls need to be placed to you or by you.  We do not provide voicemail for students, so if you wish to receive messages while you are away, you must provide your own answering machine (1 machine per room).  Each room is equipped with a phone number that is then shared by the occupants of that room.

ACCOUNT ACTIVATION

All on-campus students are required to sign the RESTEL Service Agreement.
Upon signing the contract, each student will be assigned an Authorization Code (AUTH CODE), which may be used at a later time should the student wish to place off-campus calls from a residence hall phone.  The AUTH CODE is not valid/active until sufficient funds are applied to the account. (see Payment section).

PAYMENT

To apply money to your RESTEL account, visit the Cashier's Office in Holloway Hall, Room 219.  A minimum payment of $25 is required, either in the form of a check, cash, or money order.  Sorry, but credit card payments are not accepted by the Cashier's Office for telephone services.  The check/money order should be made payable to Salisbury University and should include the ID Number of the student account holder and the word TELEPHONE. Payments applied to your account will immediately activate your AUTH CODE.  Your account will be reduced/debited for each off-campus call placed using your AUTH CODE.  To find out the rates for off-campus calls, see the Placing A Call section.

PLACING A CALL

To call an on-campus number, simply dial the last 5-digits of the full 10-digit number listed (i.e. 410-543-6501 would be 36501).  You do not need an AUTH CODE to place an on-campus call or to place an emergency (911) call.  In order to place an off-campus call, you will need an active AUTH CODE to do so.  To place an off-campus local call, dial 9 + 10-digit phone number + AUTH CODE.  Your account will be charged 3 cents per minute upon completion of the call.  To place an off-campus long distance call, dial 9 + 1 + 10-digit phone number + AUTH CODE.  Your account will be charged 11 cents per minute (8 a.m. to 5 p.m., Monday through Friday).  After 5 p.m. and weekends, the rate is reduced to 9 cents per minute for off-campus long distance calls.  To place an off-campus international call, dial 9 + 011 + country code + number + AUTH CODE.  The cost of international calls may vary (see Price Calls section).  There is no cost to call 800/866/877/888 (toll-free) numbers, but you must have a valid AUTH CODE to place a call, which means that you must have money on your account. 

PRE-PAID CALLING CARDS

To place a pre-paid calling card call, dial 9 + 1 + 800 number printed on card + AUTH CODE.  Once you have been connected with the operator or automated recording, enter the PIN printed on the card and then enter the number you wish to reach.

ONLINE SERVICES

Managing your RESTEL account is available online, 24 hours a day, 7 days a week.  In addition to checking your balance, you can verify payments and price calls before placing them.  To access your account, visit the RESTEL website.  You will be prompted to login using an ID and password.  The User ID will be your 7 digit ID number and your password will be your on-campus mailbox number.  If your mailbox number contains an alpha character, be sure to use a capital letter.  Be sure to enter your information correctly as the system is designed to lock your account after 3 bad attempts.  You can only regain access by contacting the Telecommunications Office.  The system also has an automatic logout.  After 7 minutes in a dormant (inactive) state, you will be forced off the server and prompted to login again.

Select the STUDENT tab to access the following information: Statements and Price Calls.

Statements - This option will allow you to view and/or print all your call records for a specific billing period.  Selecting this option will generate a pull-down menu for you to choose the appropriate billing period.  One full year of past statements is available for review.  The option to print your statement is available through your web browser.

This option will also allow you to view and/or print your current phone charges that have yet to be billed.  You will be able to review payments received and calls placed for the current month.  The option to print your call records is available through your web browser.

Price Calls - This option will allow you to price calls before your actually place them.  Selecting this option will produce a screen where you will simply enter the number you wish to dial.  The search will generate the cost of the call, based on the time of day and location.  All domestic calls are billed at a flat rate (see Placing a Call section).  International calls are priced based on the first 18 seconds and then each additional 6 seconds.  For further clarification, feel free to contact the Telecommunications Office.
