Minutes Approved. G. Rossi moved and E. Whitford seconded approval of the minutes of February 4, 1999 meeting as written.

Announcements

1. N. Michelson reported SU was awarded an Eisenhower Grant to support Maryland State Department of Education coursework in reading. The grant will use a ATrainer of trainers@ model.

2. G. Rossi announced Dorchester County has received PDS Year 2000 grants, one at the elementary and the other at the secondary level.

3. B. Barnett reported on submission of a $3000 grant proposal for an integrated science course that would support Henson, Seidel, and PDS faculty.

4. L. Verplaetse reported the Bilingual Education Resource Center is up and running. The center is collecting ESL books for use by teachers. Also, the Summer Bilingual Institute is scheduled for August 12. Contact Loni Moyer (410)677-5008 for more information.

5. G. Rossi reported STEP project will be purchasing some materials from the National Board for Professional Teaching Standards.

Program Reports

1. D. Thatcher reported on progress of the proposed Elementary Education program. Discussions have occurred with the Mathematics department about MATH 103 and 104 and with Henson School science faculty. Further discussions will occur with the Psychology Department.

2. J. Bing reported the adoption of principles, guidelines and procedures for curriculum revision for secondary education / K-12 education programs.

3. J. Jenne noted the MAT program has 10 applicants and admission decisions will be mailed on April 16. UMES has applicants in art and business. Joel requested that SU collaboration with UMES be a future agenda item for TEC.

4. L. Verplaetse reported on the collaborative efforts of J. Bing, N. Geleta, J. Jenne, N. Michelson, and A. White for a proposed MA/TESOL program. Course scheduling was discussed as an issue. There would be an attempt to accommodate small numbers of students in program. Classroom conflicts and adjunct faculty staffing may require changes in proposed schedule of classes. Timely discussion of scheduling is needed. An item to come before TEC in future meetings is a proposal to see scheduling of courses for the following semester. B. Barnett recommended the MA/TESOL courses be submitted to both school curriculum committees and that the English Department submit the program to the Graduate Council.

5. C. Chappell reported the School Psychology committee (E. Anderson, J. Bing, C. Chappell, and G. Whitehead) continues to meet on a CAS, School Psychology proposal. The committee has discussed curriculum issues and the need for a school psychologist.

6. N. Michelson reported the M. Ed. Reading Specialist program=s letter of intent is just about ready to go forward. A major gift is expected to support a family Literacy Center housing the May Literacy Lab. The Center will provide space for tutoring and other services.

7. E. Whitford reported M.E. School Administration program is addressing ISLLC standards.

New Business

1. J. Bing reported the Teacher Education Council will meet with NCATE team members for the simulated visit on Tuesday, April 27, 2 - 2:45 p.m. in the Frederick Room, University Commons. B. Barnett distributed the Conceptual Framework for Professional Education (DRAFT: April 1999).

2. TEC recommended the following items be placed on the Teacher Education Advisory Council (TEAC) meeting of April 15.

1. Discussion of school districts= needs in areas such as mathematics and science.

2. Plans to form a TEAC subcommittee with representatives from each county for selecting Eisenhower grant Atrainers of trainers@ in reading.

3. Announcement of MA/TESOL scholarships available to support TESOL cohort.

4. Requests for letters of support from Eastern Shore superintendents for proposed CAS in School Psychology program.

3. J. Jenne nominated A. White for TEC, Associate Chair, 1999 - 2000 academic year. TEC elected A. White.
