TRAFFIC RULES & REGULATIONS

The following regulations have been designed by the Traffic Committee to provide maximum use of the existing facilities as well as for the safe movement of pedestrian and vehicular traffic. The committee, composed of representatives of the student body, faculty and administration meets periodically and makes recommendations on parking rules and regulations and traffic safety issues. These regulations apply to the regular academic calendar year, September through August, but are subject to change as conditions warrant.

MOTOR VEHICLE REGISTRATION

A. All University faculty, staff and students and others who work on campus who operate or park a motor vehicle of any kind (car, truck, motor scooter or motorcycle) on campus (day or evening) must register their vehicle(s) with the Parking Services Office, Monday-Friday, 8 a.m.-5 p.m. (Fall/Winter/Spring) and Monday-Friday, 8 a.m. - 4:30 p.m. (Summer).  Campus is defined as any property owned, leased or operated by SU.

B. Vehicles parked on campus must be registered within seven business days after the start of the academic term.

C. All vehicles must be registered in the name of the person who will be operating the vehicle on campus.  The state vehicle registration and one's driver's license are required at the time of registration.

D.  A fee based on parking assignment will be assessed to all individuals registering their vehicles.  Vehicles registered for only the summer semester will be assessed a $20 fee.

E. The motorcycle registration fee is not discounted unless the registered owner also purchases a red, yellow or gold permit. Motorcycles are not considered officially registered until the decal is affixed to the outside fork.

F. If the originally issued parking permit is lost or stolen, it must be reported immediately to the University Police prior to being able to purchase a replacement. The replacement fee is the same amount as the original fee.

G. If there is any circumstance in which a registered vehicle is sold or replaced due to an accident, the driver must remove the permit (even if it is in pieces) and take it to the Parking Services Office along with a copy of the police report or the new vehicle registration card (temporary or permanent) within 10 days. Failure to do this will result in the need to purchase a replacement permit.

H. Permits are valid from the date of registration through August 31.

I.To purchase a parking permit (except motorcycle or summer permits), access your GullNet account and follow navigation path: Self-Service>Campus Finances>Register for a Parking Permit. The permit charge will be placed on your GullNet student account, generally within one business day after you register for a permit. Motorcycle and summer permits must be purchased in person in the Parking Services Office located in the East Campus Complex. The purchase of a parking permit does not guarantee a parking space. Lack of space is no excuse for parking illegally. WRITTEN PERSONAL NOTES PLACED ON THE VEHICLE WILL NOT BE HONORED.

PARKING PERMITS - STUDENTS

A. One valid permit will be issued per registrant; permits are not transferable.  The responsibility for properly displaying the decal rests with the individual who was issued the permit.  A permit is valid only when displayed properly.  Decal-style permits must be affixed to the lower left corner (driver’s side) of the windshield.  Note:  If your car is registered in New Jersey, the decal must be displayed on the driver side window. Motorcycle and motor scooter permits must be affixed to the outside fork.

B. Students of Wor-Wic Community College and the University of Maryland Eastern Shore (UMES) with proper parking permits from those institutions may park only in East Campus parking lots Monday-Friday between 7:45 a.m. and 5:15 p.m.

C. If circumstances (i.e. repairs or an accident) require you to operate a different vehicle temporarily, you must obtain a temporary permit from the Parking Services Office. Display the temporary permit on the lower left side (driver’s side) of the vehicle’s dashboard so that it is visible through the windshield.

D. During the summer, students with a valid yellow or gold permit may also park in any parking space/lot designated for student parking on the main campus. Students registered for only the summer semester must purchase a summer parking permit.

PARKING PERMITS - EMPLOYEES

A. The faculty/staff hang-tag permit is transferable and may be displayed on any vehicle being driven by the employee purchasing the permit. However, the permits may not be transferred to another employee or any student (or their vehicles).  The permit must be hanging on the rearview mirror or affixed to the windshield behind the rearview mirror and the permit number must be visible from outside the vehicle.  Decal-style permits must be affixed to the lower left corner (driver’s side) of the windshield. Motorcycle and motor scooter permits must be affixed to the outside fork.

B. Failure to transfer a permit to another vehicle for temporary use requires obtaining a temporary permit for that day. A temporary parking permit is issued by the Parking Services Office. The temporary permit must be displayed on the left side (driver's side) of the vehicle's dashboard so that it is visible through the windshield. 

C. Spouses of faculty and staff who drive registered vehicles may park where faculty and staff park.  Children of faculty and staff who are students at the University shall register their vehicles as students and park in student lots.

MEDICAL PERMITS

Individuals with valid SU parking permits and a medical condition may obtain a special permit from the Parking Services Office allowing them to park in spaces reserved for the medical permit holders.  Requests must be submitted in writing along with a physician’s note stating the length of time (must be less than three weeks) the special permit will be needed. Anyone with an injury that requires a permit for three or more weeks must apply for a temporary handicap parking placard through the MVA. PARKING ASSIGNMENTS

A. It is important that ALL PERSONS PARK ONLY IN AUTHORIZED PARKING LOTS and observe the parking regulations at all times.  Parking assignments will be as follows:

1. Red permits—faculty, staff and other non-student workers on campus. Lot A, Lot C, Lot F, Lot G and the Maggs lot are for red permits only. Each of the other lots has designated areas for red permits. This permit also allows parking in the Parking Garage as well as the East Campus lots.  Fee-$90.  (Note:  Overload faculty teaching 4 credit hours or less per semester are eligible to purchase a discounted permit.  Fee-$40.)

2. Main Campus (Green) permits—students with 30 or more earned credits, graduate students (including graduate assistants), and members of the Institute for Retired Persons (IRP). These permits allow parking in Lot B, Lot D, Lot E, Scarborough Student Leadership Center lot, the designated area of the Asbury Church lot (daylight hours only), Avery Street lot, Wayne Street lot, Parking Garage, and the East Campus Complex lot. Permits are sold on a first-come, first-served basis factoring in class standing and space availability (see purchasing timeline).  Fee-$110.

3. Parking Garage (Yellow) permits—students with 30 or more earned credits (available on a first-come, first-served basis and space availability - see purchasing timeline). These permits allow parking in the Parking Garage, Wayne Street lot, Avery Street lot, and the East Campus Complex lot on Wayne Street.  It also allows parking on the main campus (except the Maggs lot, Lot C, Lot G and the spaces designated for red permits only/24 hours in the Blackwell lot) between 5:15 p.m. and 7:45 a.m. Monday through Friday.  Fee-$90.

4. East Campus (Gold) permits—freshman students (0-29 earned credits) and anyone eligible to purchase a Main Campus permit that prefers to park in the East Campus lots (Avery Street, Wayne Street and East Campus Complex lots). The Avery Street lot is a gated lot (Hours of Operation:  Monday-Thursday, 7 a.m.-11 p.m. and Friday-Sunday 7 a.m.-midnight).  Gold permits also allow parking on the main campus (except the Maggs lot, Lot C, Lot G and the spaces designated for red permits only/24 hours in the Blackwell lot) between 5:15 p.m. and 7:45 a.m. Monday through Friday. Fee-$75.

5. Evening Only (Blue) permits—all evening commuting students and employees (parking times are 5:15 p.m. until 7:45 a.m. Monday through Friday).  This permit allows parking in lots A, B, D, E, and F (except the spaces designated for red permits only/24 hours), Parking Garage, Scarborough Student Leadership Center lot, Avery Street lot, Wayne Street lot, and the East Campus Complex lot. It also allows parking in the Maggs lot from 5:15 p.m. until 6:30 a.m. Fee - $35.

6. Motor Scooter permits - these permits allow parking in any legal space designated for motor scooters in Lots A, B, D and E.  Fee - $20.

7. President’s Club permits – allows parking in any legal space designated for red, green, yellow, gold and blue permits. They do NOT allow parking in spaces designated “reserved.”


8. Motorcycle permits – allows parking in any legal space in lots designated for student or employee parking. These permits are available for purchase in the Parking Services Office. Fee: $110 (Note: The registration fee is discounted when the registered owner also purchases a red, yellow or gold permit. Fee: $1)


9. Summer permits – available to students registered for only the summer semester. This permit allows parking in Lot B, Lot D, Lot E, Scarborough Student Leadership Center lot, the designated area of the Asbury Church lot (daylight hours only), Avery Street lot, Wayne Street lot, Parking Garage and the East Campus Complex lot. Fee: $20

B. In the gravel lots, parking spaces are indicated by cement bumpers. If a vehicle is not parked in front of a cement bumper, it is in a no-parking area.

C. Space marked in each lot will be reserved for handicapped only. A special permit from the Motor Vehicle Administration (MVA) or handicapped plates are required.

D. Between 5:15 p.m. and 7:45 a.m.  any registered vehicle with a current gold, yellow or blue permit may park in all Main Campus lots except  the Maggs lot, Lot C, Lot G , and the spaces designated 24 hours for red permits only in Lot F.  Between 5:15 p.m. and 6:30 a.m. any registered vehicle may park in the Maggs lot.

E. There will be unrestricted parking on weekends in all lots.

F. These rules and regulations will apply to any new parking area that the University may acquire.

WAYNE STREET PARKING GARAGE

A. The Wayne Street Parking Garage is available for staff, faculty, and students who have a current red, green, yellow, evening, motorcycle or President’s Club parking permit.  Gold and blue permit holders may park in the garage between 5:15 p.m. and 7:45 a.m. The entrance to the garage is located on Wayne Street.  Approach the  gate control station. Pass your Gull Card within a few inches of the card reader located in the center of the station (dark gray device). A valid card will cause the entry arm to lift.   Follow the same procedure to exit the garage.  For assistance, press the silver help button.

B.  Visitors must pay a fee to park in the garage.  Upon entry, approach the gate control station and press the ticket button.  Remove the ticket to lift the entry arm.  When you are ready to exit the garage, proceed to a pay station and follow the instructions .  You may pay with cash or credit card.  Take the validated ticket and return to your vehicle.  To exit the garage, insert the validated ticket into the appropriate slot on the gate control device and the arm will lift.  Fee:  $ .50/hour (up to 10 hours) or $5.00/day.

C. Security cameras are installed in the garage, and security personnel are available to assist patrons.

TRAFFIC REGULATIONS

A. All motor vehicles are subject to University regulations while on the campus. The University assumes no responsibilities for loss or damage to private property.

B. Pedestrians in a designated crosswalk have the right-of-way at all times (Transportation Article, 21-502 a2 of The Annotated Code of Maryland).

C. The maximum speed limit on campus is 10 miles per hour. During the change of class and in areas of pedestrian traffic, vehicles must be driven slower.

D. Vehicles will not be permitted to be driven on sidewalks with the exception of service/maintenance vehicles. All others must be approved by the University Police.

E. Any area on the campus that has been closed off by the use of barricades or other traffic control devices shall not be entered by any vehicle.

F. Motor scooters are NOT permitted on sidewalks; however, mopeds, bicycles, skateboards, in-line blades, golf carts and Cushman-type vehicles are permitted on sidewalks as a form of transportation. They must be operated in such a way as to not damage any University property or create a safety hazard to the operator or any other person.  Note: Maryland Vehicle Law defines a moped as "a bicycle that: (1) is designed to be operated by human power with the assistance of a motor; (2) is equipped with pedals that mechanically drive the rear wheel or wheels; (3) has two or three wheels, of which one is more than 14 inches in diameter; and (4) has a motor with a rating of 1.5 brake horsepower or less and, if the motor is an internal combustion engine, a capacity of 50 cubic centimeters piston displacement or less." A motor scooter is defined as "a non-pedal vehicle that: (1) has a seat for the operator; has two wheels, of which one is 10 inches or more in diameter; has a step-through chassis; has a motor with a rating of 2.7 brake horsepower or less; or if the motor is an internal combustion engine, with a capacity of 50 cubic centimeters piston displacement or less; and (5) is equipped with an automatic transmission."

G. Motor scooters, skateboards and roller blades are NOT permitted in the pedestrian tunnel.

H. A person driving or otherwise in charge of a motor vehicle may not leave it unattended until the engine is stopped, the ignition locked, the key removed, and the brake effectively set (Transportation Article 21-1101a of The Annotated Cod of Maryland).

I. No motor scooter shall be parked, stored or left in the following areas: in any lobby, hallway or room of any building; on any building access or egress; chained or otherwise locked or attached to any handrail, tree, bush, door, signpost, bike rack, telephone pole, lamppost, fence or other object not maintained or designated for the purpose of securing motorized cycles.

SKATEBOARD AND IN-LINE SKATES REGULATIONS

The use of skateboards and skates is specifically barred from the pedestrian tunnel, picnic tables, insides of buildings, brick or cement walls, ramps, stairs, loading docks, etc.  Stunts or tricks are prohibited.  Violators of this policy will be identified by a campus police officer.  First violation will be a written warning and restitution for any damage.  Second violation shall result in a fine, confiscation of skateboard/skates and restitution for any damage.  If the violator is not in possession of proper ID, the skateboard/skates may be confiscated until the officer is assured of the rider’s identification.

OPERATING POLICY FOR ALL SERVICE AND MAINTENANCE VEHICLES

A. Loading/unloading deliveries:

  1. All vehicles must use the access roads to the designated loading and unloading areas.
  2. No vehicle will be allowed to park on the access roads to the loading areas.
  3. Loading areas and docks will be kept clear at all times except while loading or unloading.

B. No vehicles will be permitted to park or drive on the grass or landscaped areas of the campus.

C. No vehicle should operate at a speed of over 10 miles per hour.

D. Parking in no parking or yellow curb areas is prohibited at all times.

E. Parking is prohibited at all times in designated fire lanes (Title 8, Chapter 8.12 of the Salisbury Municipal Code).

VIOLATIONS

A. Any permit that has been reported as lost or stolen and is being fraudulently displayed in a vehicle other than the registered vehicle or if a vehicle is observed with a counterfeit permit.  Fine-$100.

B. Failure to properly display permit and/or register a vehicle with the Parking Services Office by a student, faculty or staff member, or other worker on campus. Fine-$40.

C. Handicap spaces are specifically reserved for vehicles with handicap license plates or special permits issued by the Motor Vehicle Administration. Fine-$40.

D. Driving and parking is prohibited on grass plots, tree plots, loading zones, construction areas or any place that will mar the landscaping of the campus, create a safety hazard or interfere with the use of University facilities. Parking is prohibited on campus roads, including yellow curbs, and adjacent to islands in all parking lots unless such areas are designated for parking. A designated parking space will have at least one of the following: red or white lines, a bumper guard and/or a parking meter. Fine-$15.

E. Any special permits issued by the Parking Services Office are not to be changed or altered in any way; nor are they to be placed on a vehicle other than the vehicle for which the permit was issued. Fine-$10.

F. Parking in a lot or marked space in which you are not designated to park. Fine-$40.

G. A vehicle must be parked in only one space, leaving clear access to adjacent spaces without blocking driving lanes or creating a hazard to other drivers. Parking in more than one space. Fine-$10.

H. Parking meters are enforced 8 a.m.-8 p.m., Monday-Friday. Vehicles are not to be parked in front of expired meters. Fine-$5.

I. Operating motorized cycles is prohibited in the pedestrian tunnel and on sidewalks. Fine: $50.

Parking and driving privileges on campus may be revoked for any single violation.

THE INDIVIDUAL WHO REGISTERS A VEHICLE IS RESPONSIBLE FOR ALL VIOLATIONS INVOLVING THE VEHICLE.  IF THE VEHICLE IS NOT REGISTERED, THE REGISTERED OWNER IS RESPONSIBLE FOR ALL VIOLATIONS INVOLVING THE VEHICLE.

PENALTIES

A. Students/Employees: As a courtesy, an email notification will be sent to the individual who received the parking ticket. Fines will be placed on the violator’s Gullnet account at the Cashier’s Office. As with any other Gullnet charge, you may pay online, in person at the Cashier’s Office (Holloway Hall 219), or by mail to Salisbury University, Cashier’s Office, P. O. Box 2195, Salisbury, MD 21801.

B. Non-Students/Visitors: As a courtesy, Parking Services will send a notification letter to the individual who received the parking ticket. Fines may be paid either in person at the Parking Services Office located in the East Campus Complex or by mail to Salisbury University, Parking Services Office, 1101 Camden Avenue, Salisbury, MD 21801. Tickets not paid in the appropriate time may result in the State Motor Vehicle Administration’s withholding motor vehicle registration renewal.

C. Loss of privileges and removal of a vehicle from campus at the owner’s expense may apply to the following violations:

  1. Failure to pay a fine within 15 calendar days from the date of the parking violation.
  2.  Operation of any motor vehicle in a manner as to create noise or smoke, operation which is unsafe or operation of a vehicle in a reckless or unlawful manner.
  3. Parking any motor vehicle in a restricted area (adjacent to fire plugs, access ways for fire and rescue apparatus).
  4. Failure to register a vehicle properly or falsification of information on vehicle registration form.
  5. Violating any of the restrictions on transferring hang-tag permits.

APPEALS

If you wish to contest a parking ticket, all appeals will be heard in the District Court of Maryland. To appeal a ticket, fill out the bottom portion and return it to the Parking Services Office within 10 days of the date of the ticket. The District Court is located in the Multi-Service Center at 201 Baptist Street in Salisbury. The District Court of Maryland will notify you of a trial date.

ASSIST MOTORIST

University Police will assist you with dead battery jumpstarts that occur on any property owned, leased or operated by Salisbury University (including the University Park housing complex).
