Motor Scooter and Moped Registration & Rules
At Salisbury University, please be reminded that scooters and mopeds must be
registered with the Parking Services Office and display a valid SU parking decal
affixed to the outside fork. The cost of a motor scooter or moped parking decal
is $20. There are designated parking spaces for scooters and mopeds in all
campus parking lots. Motor scooters are not permitted to be driven on sidewalks
or on the interior of the campus. Mopeds can be driven on the sidewalks. No
vehicles are permitted to park on the grass or landscaped areas of the campus
and no vehicle is to exceed 10 mph while on campus property.
New State of Maryland Laws Effective October 1, 2012
Applicable to Motor Scooters and Mopeds
We have been
advised that new State of Maryland laws for motor scooters and
mopeds will go into effect on Monday, October 1, 2012. See

for information related to this new law. This notice is to
ensure that all owners of motor scooters and mopeds are aware of
significant changes in the laws to avoid fines associated with
the new state regulations.
Beginning October
1, the following regulations will become law
TITLED: All
motor scooters and mopeds will be required to be titled by the
Motor Vehicle Administration. Owners will be able to obtain
titling information through the MVA website at
www.mva.maryland.gov
beginning October 1. When the title is obtained, the vehicle
owner will be provided with a decal that must be displayed on
the rear of the vehicle.
HELMETS:
All drivers and passengers of motor scooters and mopeds will be
required to wear motorcycle helmets that meet safety standards
set by the United States Department of Transportation. Drivers
and passengers must also wear eye protection, unless the vehicle
is equipped with a windscreen
INSURED:
Motor scooter and moped owners will be required to insure their
vehicles. They must obtain at least the minimum vehicle
liability insurance and must carry proof of the insurance with
them whenever they are operating the scooter or moped
Maryland law
defines a motor scooter as a non-pedal vehicle that has a seat
for the operator; has two wheels, of which one is ten or more
inches in diameter; has a step through chassis; has a motor with
a rating of 2.7 brake horsepower or less, or a 50 cc engine or
less; and is equipped with an automatic transmission.
A moped is defined
as a bicycle that is designed to be operated by human power with
the assistance of a motor; is equipped with pedals that can
drive the rear wheel(s); has two or three wheels, one of which
is more than 14 inches in diameter; has a motor with a rating of
1.5 brake horsepower or less and a 50 cc engine or less.
These new
requirements are in addition to the existing laws which require
operators of motor scooters and mopeds to possess a valid
driver's license or a moped operator's permit. For more

Penalties &
Fines
Effective October 1, 2012, Maryland law requires that all motorized scooter and moped riders must:
*TITLE their vehicle and display a decal
*WEAR a DOT approved HELMET
*WEAR EYE PROTECTION or have a VEHICLE WINDSCREEN
*HAVE INSURANCE
Failure to comply will result in traffic citations that carry these penalties:
No Helmet ...................................................$110 Fine
No Eye Protection or Windscreen ...................$110 Fine
No Insurance.................................................$290 Fine
No Title Decal Displayed ................................$70 Fine
