FISCAL ADVISORY Notes - November 8, 2007
Present: Jerry DeRidder, Mark Comaty, Betty Crockett, Alan Selser, Jo Laird, Becky Emery, Jackie Eberts, Doug Dewitt and Motunrayo Jaji. Absent: Lucy Hearn, Greig Mitchell
Motunrayo Jaji (Ayo) will be serving as the second student representative for the one year term through Spring, 2008. Members introduced themselves.
The notes for October 21, 2007 were approved with electronic corrections provided by the membership.
The committee needs to formulate its goals for the year. The Financial and Budget Communication Outline was distributed along with the Operation Guidelines (these are available on the web at www.salisbury.edu/campusgov/fiscaladvisory/Documents. A brief discussion occurred to try to help new members understand some of the history of the committee’s operations and the current supplemental budget process.
The committee needs to continue its operations in compliance with the budget outline. In addition, the committee will attempt to assist with the strategic planning initiative the campus will be undertaking. However, it is not clear how the committee will participate. The committee would like to request that a FAC member be a member of the newly formed steering SPC. FAC may be able to help direct funding towards helping complete strategic objectives It is possible that one person from the committee may be selected to serve on the Steering Committee. The supplemental funding requests will need to go out soon. The consensus was that the process should continue even if funds are not available by spring. Becky and Jo will revise the letter previously used along with the spreadsheet and send it out to the same individuals as last year.
Last year, the committee received the suggestion to develop an accountability follow up to see how the funds were actually utilized. Becky will work on the wording and circulate a draft electronically.
The remainder of the meeting was devoted to the remainder of the agenda that focused on the following: “In light of the University wide strategic planning that is about to commence what can we do as the University Forum Fiscal Advisory Committee do to gather information, provide input that will add to the value of such an undertaking? How can we use the processes that we have established to assist and make sure that plans that will ultimately be formed are done so with serious consideration of the budgeting process and as a wide of an input as possible?” By the end of the meeting, it was not clear how we should proceed. There was a significant level of dialogue which included budget processes, how budget decisions are made, whether there are “themes” related to the budget that are shared across campus constituencies, perceived issues related to the budget process, etc. In the past, we have invited heads of various campus units to come and talk about their status quo, initiatives and budget needs in order to educate the committee in the event of budget supplements or cutbacks. However, due to the time, an electronic discussion of the issues would be necessary.
This year, the committee started later than was desirable, since four of five faculty positions were not filled at the beginning of the term. The committee is not sure what direction it may have to take this year. Potential areas include involvement in the strategic planning process as well as possible budget cutbacks in addition to items on the timeline. No final recommendations were available by the close of the meeting.
