FISCAL ADVISORY

Fiscal Advisory Committee

Notes – December 13, 2007

 

Present:  Lucy Hearn, Mark Comaty, Jerry DeRidder, Jo Laird, Becky Emery, Greig Mitchell, Alan Selser;

Absent: Doug Dewitt, Jackie Eberts, Motunrayo Jaji

 

The notes of November 8, 2007 were approved.

 

Supplemental funds requests are due December 21.  Many units are actively in the process of compiling their requests, so it appears things are going well.  The vice presidents are responsible for assembling requests for each respective unit.  They will forward those requests to the committee.

 

The communication outline notes that the business plan should be updated by the end of November, however, we’re not in a situation to do that due to lack of information.  the USM wanted to increase students by 3,000, but that is too ambitious, so they are seeking 1,500 at the mean rate of $5,500 per student.  Greig Mitchell’s office has had to quickly justify why $5,500 is needed rather than the marginal rate.

 

Campus safety issues were briefly discussed.  Various committees are working on this and students have spoken to the mayor of Salisbury and others.

 

The strategic planning process has started.  Enrollment management is actively working on their part.  Other campus constituencies are starting as well.  The facilities master plan also is being updated.  There was discussion concerning the Fiscal Advisory Committee’s role and whether we should identify things that seem to be systemic issues and push those upward.  Items discussed included:  (1) new buildings coming online and potential shortfalls in setup and maintenance; (2) classroom furnishing need attention; (3) more transparency concerning discretionary funding; (4) funding for equipment maintenance and repair; (5) travel and (6) funding for new initiatives.

 

The Council of University System Staff (CUSS) provided a “Summary of the 2007 Special Session of the Maryland General Assembly”.  Jo Laird will put this on the committee website.

 

Meetings for the spring, 2008 semester were set up on Thursdays at 2:00 PM as follows:

February 14, 2008

March 13, 2008

April 10, 2008

May 8, 2008
