FISCAL ADVISORY

Committee Notes

April 24, 2008

Present:  Jackie Eberts, Betty Crockett, Alan Selser, Lucy Hearn, Jerome DeRidder, Doug DeWitt, Tim Dunn, Mark Comaty, Greig Mitchell, Becky Emery, Jo Laird

The notes from the March 13, 2008 meeting were approved and will be put up on the web.  There were no comments or corrections to the revised communication outline, so that also will be placed on the web.

Alan Selser and Greig Mitchell presented the FY 2008 budget summary.  The university had a little more money than expected leftover, but had additional costs that, also, were more than anticipated including things like the summer moves, the TETC, Admissions software (CRM), and CPU replacements.  A handout was distributed noting these items. Although there was a projected balance left, issues at the USM level impact that figure. A handout was distributed which encapsulated the University System of Maryland FY 2009 Preliminary Legislative Appropriation.  The bottom line is that it is anticipated that the USM will have a net loss of $6.8 million next year.  SU’s share of that is projected as $271,154.  With this in mind, the Executive Staff felt that the remaining projected available balance be put aside against that cut.  So, there will not be supplemental funding available this year for distribution.  There will be a 2% COLA as well as a 2 1/2% merit (for meeting standards) approved for  7/1/08. Doug Dewitt suggested that the committee concur with the Executive Staff’s suggestion, and the motion carried.  On behalf of the committee, the co-chairs will send a memo to all those who submitted supplemental funds and thank them.

Considering the situation, if events do not dictate, we will not need to meet again.  But, the committee indicated a willingness to get called back to an emergency session to review budget information should additional changes be at the State level.  Also, membership on the committee will be changing in the fall.  Three faculty slots (Dunn, vacancy, and Laird) will need replacing, along with one staff slot (Becky Emery).
