FISCAL ADVISORY Fiscal Advisory Committee Notes February 10, 2006
Present: Jerome DeRidder, Memo Diriker, Tim Dunn, Robert Long, Janet Horne, J. Laird, Sara Pagano, Maarten Pereboom, Alan Selser, Greig Mitchell, David Buchanan, Becky Emery, Lisa Gray, Charlotte Rayne
Notes from the January 11, 2006 meeting were approved and will be put on the web.
Meetings for the spring semester will be conducted on Fridays from 10-10:50 as needed.
The requests for supplemental funds were distributed. A spreadsheet summarizing all requests was also distributed. However, corrections needed to be made to the Perdue School of Business’ request.
A number of suggestions were put forth as to how decisions for funding would be made which included: 1. Health, safety, and enhancing academics (a broad category that needs better definition) 2. Safety, scholarship, service, and standards of excellence 3. Economy and effectiveness 4. Consideration of the Long Range Plan (accessible on the web) 5. Prioritize requests based on funding scenarios
Questions were raised concerning the tuition increases and decisions concerning the capital budget (i.e., new Perdue School). Decisions concerning when a building will be put in line for construction is not in the University’s hands. The tuition increase has been approved by the Board of Regents, but the Legislature has not approved appropriations. The Legislature decides priorities for building. The additional funding for the School of Business was put forth under the theme: “building instructional capacity at growth institutions.” SU has a capital campaign planned to raise the $12 million for the non-state funds required to fund the building.
Greig Mitchell provided a handout: Capital Budget Comparison. The TETC has been in line, but funding was deferred. In the past 12 months, we picked up additional funding for the building, and we should begin construction in July, 2006.
Parking is still an issue. A parking garage is in line for funding along with Auxiliary Renovations of student services facilities.
