Fiscal Advisory Committee

Notes April 1, 2005

Present:  Greig Mitchell, Charlotte Rayne, Jackie Eberts, Jerome DeRidder, Johanna Laird

Absent:  Fred Kundell, Lisa Gray, Memo Diriker

The notes of the February 4, 2005 minutes were approved after revision that removed the confusing statement about energy contracts.  The minutes will be placed on the web.

The May 6, 2005 needs to be rescheduled.  The meeting will move to May 13 at 9:00.  This is Reading Day.

Report from Greig Mitchell

The administration is in the process of resolving the current year finances.  This should be finished in the next few weeks.  More information on the year’s budget information will be available for the next meeting, May 13.

A completed State budget is expected in the next week.  We’ll have a more firm direction for next year’s budget situation at that time.

The Board of Regents will be conducting a retreat on April 20.  The subject is budgeting and enrollment for the USM for the next 4 years.  Salisbury University has been asked to come up with a set of scenarios that might possibly project how enrollment growth could occur given an increase of 3%, 5% or 7% in resources.  In other words, if an increase in funding were to occur at those levels, what could the University do to increase enrollments.  Although the USM is looking primarily at the University of Maryland University College (UMUC) to carry the bulk of the enrollment growth, the regional comprehensive institutions will also have to help.

Annual Report to the University Forum

As stated in the bylaws, an annual report must be provided to the University Forum.  Jo Laird will compile a draft after the last meeting of the year.  It will be based on the notes of the year and distributed to the members for input.
