Memorandum

 

To: Richard Pusey

From: Jennifer Berkman, Chair, Fiscal Advisory Committee

RE: FY 2004 Separate List Request

 

As requested, the Fiscal Advisory Committee has considered the Separate List Request for FY 2004. I am writing to forward to you the priorities of the committee. The consensus is that instruction and academic programs  supported by adequate faculty resources should be considered as priorities in this request. Based on these priorities, we are recommending the following allocations:

A. FY 2003 Mandatory Expenditures 1,068,268

B. Funding for Frozen Positions

Partial funding for faculty positions 400,000

C. Contingent Conversions

State supported positions 293,717

F. Professional Development Schools 100,000

H. Institutional Scholarships 375,000

TOTAL REQUEST 2,236,985

 

Please see the attached budget narrative that provides explanation for the funding levels recommended above. If you have questions or need additional information, please let me know.

 

Budget Narrative - FY 2004 Separate List Recommendations

Mandatory Expenditures

The committee recognizes the importance of protecting the current operating budget and sees insulating it from these mandatory expenses as a priority.

Funding for Frozen Positions

The committee feels it is important to fund faculty positions deemed essential to the quality and integrity of academic programs.

Contingent Conversions

The committee recommends converting state supported positions.

Professional Development Schools

SU needs to continue to demonstrate a good faith effort in establishing these programs. Given the budget constraints, the committee recommends funding at a reduced level.

Institutional Scholarships

The committee sees the full funding of scholarships as critical.
